Who a report is written for. The notes are given to the model as a description of the reader; they set vocabulary and depth, and cannot authorise a claim no source made.
Level 1 is the most technical reader, 100 the least. It only sets the order.

Retiring takes a profile off the generate forms; reports already made still name it.
